Pursuant to Chapter 35A.34 RCW, the city council hereby establishes, beginning January 1, 2009, a two-year biennium budget for the city of Bainbridge Island. The 2009-2010 biennial budget and all subsequent budgets shall be prepared, considered, and adopted under the provisions of this chapter and Chapter 35A.34 RCW. (Ord. 2013-23 § 1, 2013)

Pursuant to RCW 35A.34.130, the city council shall provide for a mid-biennial review, and modification shall occur no sooner than eight months after the start nor later than the conclusion of the first year of biennium. The city manager shall prepare a proposed budget modification and shall provide for publication of notice of hearings consistent with publication of notices for adoption of other city ordinances to be effective as of the next January 1st. Such proposal shall be sent to the city council members and shall be a public record and be available to the public. A public hearing shall be advertised at least once and shall be held at a city council meeting no later than the second Wednesday in December and may be continued from time to time. At such hearing or thereafter, the council may consider a proposed ordinance to carry out such modifications, which shall be subject to other provisions of Chapter 35A.34 RCW. A complete copy of any modification ordinance as adopted shall be transmitted to the Division of Municipal Corporations in the Office of the State Auditor and to the Association of Washington Cities.
